For businesses, this means the employer and/or anyone with control over premises. You have a duty of care to provide a safe working environment, which means the areas under your control for all members of staff.
In the UK, the Fire and Rescue Authority (FRA) is the official body that enforced safety legislation. However, the HSE (Health and Safety Executive) also enforces safety standards for certain sectors such as construction.
